Aim and Scope
The purpose of the journal is to represent domestic and foreign scientific schools that determine the state of modern psychological and pedagogical knowledge, reflect the course of scientific discussions, reveal the prospects for the development of pedagogy and psychology, contributing to the ideological consolidation of scientists and practical teachers to solve urgent scientific problems in the field of fundamental and applied research. The journal contains materials that introduce readers to reliable information on current and promising scientific achievements related to various aspects of innovative education and having theoretical and practical value in the real conditions of development of Russian and international research in the field of various psychological and pedagogical issues.
The journal is addressed to a wide range of readers: researchers, university faculty, graduate students and undergraduates, research teachers, representatives of the psychological and pedagogical community.

This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
- Each manuscript submitted to the editorial board of the Journal must undergo an additional review procedure.
- At the discretion of the authors, when submitting an article to the editorial board of the Journal, an external review may be submitted, which, however, does not exclude the usual review procedure. The review is signed by a specialist with a transcript of the surname, first name and patronymic, date, academic degree, academic title and position held by the reviewer; the signature is certified. An article sent to the editorial office may be accompanied by a letter from the sending organization signed by its head (deputy).
- The manuscript of a scientific article received by the editorial office of the Journal is reviewed by the editor-in-chief for compliance with the manuscript profile of the Journal, design requirements and sent for review to a specialist.
- The review is carried out by one or two members of the editorial board of the Journal who have the scientific specialization closest to the topic of the article. The editorial Board has the right to involve external reviewers (doctors or candidates of sciences, including practitioners with recognized authority and working in the field of knowledge to which the content of the manuscript belongs).
- The review is conducted confidentially. Information about the reviewer is anonymous to the authors and is intended only for the editorial board and the commission of the Higher Attestation Commission.
- The review should objectively evaluate the scientific article and contain a comprehensive analysis of its scientific and methodological advantages and disadvantages. The review is compiled in accordance with the form established by the editorial board or in free form, with the mandatory use of a number of criteria, including: compliance of the content of the article with the profile and scientific requirements of the journal; clarity of the wording of the title of the article; relevance of the topic of the presented article; scientific novelty of the problem statement and the productivity of its resolution; interest in the topic of specialists and a wide range of readers; significance for the practice of forming ideas, provisions, data, conclusions and recommendations presented in the article; reliance on authoritative sources, scientific literature; correctness of the use of empirical research data (including those carried out by the author himself); the admissibility of the volume of the manuscript as a whole and its individual elements (text, tables, illustrative material, bibliographic references); the expediency of placing tables and illustrative material in the article and their correspondence to the chosen topic; the quality of the article design – style, terminology, wording.
- The final part of the review should contain reasonable conclusions about the manuscript as a whole and a clear recommendation on the expediency of its publication in the journal, or on the need for its revision. In case of a negative assessment of the manuscript as a whole (recommendation on the inexpediency of publication), the reviewer must justify his conclusions.
- In case of non-compliance of the manuscript with one or more criteria, the reviewer indicates in the review the need to finalize the article and gives recommendations to the author on improving the manuscript (indicating the inaccuracies and errors made by the author).
- Based on the results of the review, the article can be:
a) accepted for publication
b) sent to the author for revision
An article accepted for publication, but in need of revision, is sent to the authors with the comments of the reviewer. The authors must make all necessary corrections to the final version of the manuscript and return to the editorial office the corrected text, as well as its identical electronic version, along with the original version and a cover letter-response to the reviewer. After revision, the article is re-reviewed, and the editorial board decides on the possibility of publication. Articles sent to the authors for correction must be returned to the editorial office no later than 7 calendar days after receipt. Returning the article at a later date changes the publication date.
c) rejected
Articles are not allowed to be published that are not designed in accordance with the requirements of the editorial board, the authors of which refuse to technically refine the articles; articles whose authors do not comply with the constructive comments of the reviewer or do not reasonably refute them.
- If the author does not agree with the reviewer's comments, he may apply for a second review or withdraw the article, which is recorded in the journal of registration.
- The decision on the expediency of publishing an article after reviewing is made by the editor–in-chief, and if necessary - at a meeting of the editorial board on the formation of the next issue of the journal.
- The editorial board of the journal does not keep manuscripts that are not accepted for publication. Manuscripts accepted for publication are not returned. Manuscripts that have received a negative result from the reviewer are not published and are also not returned to the author.
- At the request of the author, extracts from the conclusions of the reviewers can be provided by e-mail.
- The average review period for articles is 2-4 months, but it can be extended at the request of the reviewer. The author is notified of the acceptance or non-acceptance of the works upon his request by e-mail.
- Editors do not disclose information related to the manuscript (including information about its receipt, content, review process, critical comments of reviewers and final decision) to anyone other than the authors and reviewers themselves.
- Articles by members of the Russian Academy of Sciences (RAS) and the Russian Academy of Education (RAO) are not subject to review, if the member of the Academy is the only one or the first of the authors of the publication; – scientific reports heard at congresses, congresses, conferences, etc., as well as resolutions (decisions) of forums recommended for publication by members of the editorial board of the Journal and issued in the form of articles; – interviews and reports from Round tables, Conferences, etc.; – informational, image articles, messages and announcements.
- The original reviews are kept in the editorial office of the journal for 5 years.
Publishing Ethics
In their activities, the editorial board and the publisher of the journal rely on the recommendations and standards of the Committee on Ethics of Scientific Publications – Committee on Publication Ethics (COPE), and also take into account the valuable experience of reputable international journals and publishers.
The principles of ethical behavior presented below are mandatory for all parties involved in the process of reviewing and publishing a scientific article: the author(s), reviewers, editorial staff, editorial board of the journal and the publisher.
Compliance with the rules of ethics of scientific publications by all participants in this process helps to ensure the rights of authors to intellectual property, improve the quality of publications in the eyes of the world scientific community and exclude the possibility of misuse of copyrighted materials in the interests of individuals.
This Provision corresponds to the policy of the journal and is one of the main components of the review and publication of the journal.
Ethical principles that should guide the author of a scientific publication
Submitting an article to the editorial board implies that it contains new scientific results obtained by the author (a team of authors) that have not been published anywhere before.
Authors should be aware that they are personally responsible for the submitted text of the manuscript, which implies compliance with the following principles:
- Provide reliable results of the work or research done. Knowingly untrue, fraudulent or falsified statements amount to unethical behavior and are unacceptable.
- Participate in the process of peer review of the manuscript of the article. The editor-in-chief may request the authors to provide the source data of a scientific article for editorial review, and the authors should be ready to provide open access to such data, if possible, and in any case should be ready to preserve the source materials within a reasonable period after their publication.
- To ensure that the research results presented in the manuscript represent an independent and original work. In the case of using fragments of other people's works and/or borrowing statements from other authors, the article should contain appropriate bibliographic references with mandatory indication of the author and the original source. According to clause 3.4 of the "Regulations on reviewing scientific articles in the journal "Bulletin of the Vladimir State University named after Alexander Grigoryevich and Nikolai Grigoryevich Stoletov. Series: Pedagogical and Psychological Sciences", all articles are subject to mandatory plagiarism checks. Excessive borrowing, as well as plagiarism in any form, including unformulated quotations, paraphrasing or appropriation of rights to the results of other people's research are unethical and unacceptable actions.
Articles that are compilations of materials previously published by other authors, without their creative processing and their own author's understanding, are not accepted for publication by the editorial board of the journal.
- Be aware that they are initially responsible for the novelty and reliability of the results of scientific research.
- To recognize the contribution of all persons who in one way or another influenced the course of the research or determined the nature of the submitted scientific work. In particular, the article should contain bibliographic references to Russian-language and foreign publications that were important during the research. Information obtained privately through conversation, correspondence or discussion with third parties should not be used without obtaining open written permission from their source. All sources must be disclosed. Even if written or illustrative materials of many people are used, permission for this must be obtained and submitted to the editorial office.
- Submit to the journal an original manuscript that has not been sent to another journal and is not currently under consideration, as well as an article that has not previously been published in another journal. Failure to comply with this principle is regarded as a gross violation of publication ethics and provides grounds for withdrawing the article from review. The text of the article must be original, that is, it must be published in the presented form in a periodical for the first time. If the elements of the manuscript were previously published in another article, the authors are obliged to refer to an earlier work and indicate what is the significant difference between the new work and the previous one. Verbatim copying of one's own works and their paraphrasing are unacceptable, they can only be used as a basis for new conclusions.
- To ensure the correct composition of the list of co-authors of the work. All persons who have made a significant intellectual contribution to its concept, structure, as well as to the conduct or interpretation of the results of the presented work should be listed among the co-authors of the article. Other people involved in some aspects of the work should be thanked. The author must also ensure that all co-authors are familiar with the final version of the article, have approved it and agree with its submission for publication. All the authors mentioned in the article should be publicly responsible for the content of the article. If the paper is a multidisciplinary work, co-authors may be responsible for their personal contribution, leaving the collective responsibility for the overall result. Among the co-authors, it is unacceptable to specify persons who did not participate in the study.
- In case of detection of significant errors or inaccuracies in the article at the stage of its review or after its publication, immediately notify the editorial board of the journal and make a joint decision on recognizing the error and/or correcting it as soon as possible. If the editorial board of the journal finds out from a third party that the published work contains significant errors, the author is obliged to immediately remove or correct them or provide the editorial board with evidence of the correctness of the information provided by him.
- Indicate in your manuscripts all sources of funding for the work, declare possible conflicts of interest that may affect the results of the study, their interpretation, as well as the judgments of reviewers.
Ethical principles in the reviewer's activity
The reviewer carries out a scientific examination of the author's materials, as a result of which his actions should be unbiased, consisting in observing the following principles:
- Expert assessment should help the author to improve the quality of the text of the article, and the editor–in-chief should make a decision on publication.
- A reviewer who does not consider himself an expert in the field of the subject of the article or knows that he will not be able to submit a review of the article in a timely manner should notify the editor-in-chief and eliminate himself from the review process.
- The reviewer may not be the author or co-author of the reviewed work, as well as scientific supervisors of applicants for an academic degree and/ or employees of the department in which the author works.
- Any manuscript received from the editorial board for review is a confidential document. It cannot be discussed with other persons, except for those indicated by the editor-in-chief.
- The reviewer must be objective. Personal comments to the author are unacceptable. The reviewer must express his opinion clearly and in a reasoned manner.
- The reviewer, if possible, should identify published articles related to the reviewed article and not cited by the author. Any statement in the review that some observation, conclusion or argument from the reviewed article has already been found in the literature should be accompanied by an accurate bibliographic reference. The reviewer should also draw the attention of the editor-in-chief to the significant similarity or partial coincidence of the reviewed article with any other previously published one.
- The reviewer should not use the information and ideas from the article submitted to him for review for personal gain, respecting the confidentiality of this information and ideas.
- The reviewer should not accept manuscripts for consideration if there is a conflict of interest caused by competition, cooperation or other relations with any authors or organizations associated with the article.
Principles of professional ethics in the activities of the editorial board and editorial board
In their activities, the editorial board, the publishing house and the members of the editorial board of the journal are responsible for the publication of copyrighted works, which entails the need to follow the following fundamental principles:
- When making a decision on publication, the editor-in-chief of a scientific journal is guided by the reliability of the data presented and the scientific significance of the work under consideration.
- The editor-in-chief should not have any conflict of interest in relation to articles that he rejects or accepts.
- The editor-in-chief of the journal is responsible for deciding which of the articles submitted to the journal will be accepted for publication and which will be rejected. At the same time, he is guided by the magazine's policy and complies with legal restrictions, avoiding defamation, copyright infringement and plagiarism. The editor-in-chief of the journal may consult with members of the editorial board and reviewers when making a decision.
- The editor–in-chief evaluates the manuscript solely on its scientific content - regardless of race, gender, sexual orientation, religious beliefs, nationality, citizenship, origin, social status or political views of the authors of the manuscript.
- The editor-in-chief and members of the editorial board of the journal should not disclose any information on the article submitted to the journal to anyone except the author(s), appointed and potential reviewers, other editorial staff and, if necessary, the publisher.
- Unpublished data obtained from submitted manuscripts should not be used by the editor-in-chief, editorial staff, editorial and publishing group or members of the editorial board for personal purposes or transferred to third parties (without the written consent of the author).
- The editor-in-chief should not allow information to be published if there are sufficient grounds to believe that it is plagiarism.
- The article, if accepted for publication, is placed in the public domain; copyright is reserved for the authors.
- The editor-in-chief, together with the publisher, should not leave unanswered claims regarding the reviewed manuscripts or published materials. When a conflict situation is identified, they must take all necessary measures to restore violated rights, and if errors are found, they must facilitate the publication of corrections or refutations.
- The editor-in-chief, staff of the editorial and publishing group and members of the editorial board of the journal must ensure the confidentiality of names and other information related to reviewers. If necessary, when deciding on the involvement of a new reviewer, the latter can be informed about the names of previous reviewers.
Principles of professional ethics in the publisher's activities
In its activities, the publisher is responsible for the publication of copyrighted works, which entails the need to follow the following fundamental principles and procedures:
- To facilitate the fulfillment of ethical duties by the editorial board, the editorial board, reviewers and authors in accordance with these requirements.
- To provide support to the editorial board of the journal in reviewing claims to the ethical aspects of published materials and to help interact with other journals and/or publishers, if this contributes to the fulfillment of the duties of editors.
- To ensure the confidentiality of any information received from the authors of publications until the moment of its publication.
- Be aware that the magazine's activities are not a commercial project and do not have the purpose of making a profit.
- Be sure that the potential profit from advertising does not affect the editorial board's decision to accept the article for publication.
- Be always ready to publish corrections, clarifications, refutations and apologies when necessary.
- To provide the editorial board of the journal with the opportunity to exclude publications containing plagiarism and inaccurate data.

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“Bulletin of Vladimir State University named after A.G. and N.G. Stoletovs. Series: Pedagogical and Psychological Sciences" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in “Bulletin of Vladimir State University named after A.G. and N.G. Stoletovs. Series: Pedagogical and Psychological Sciences", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Bulletin of Vladimir State University named after A.G. and N.G. Stoletovs. Series: Pedagogical and Psychological Sciences" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Revenue Sources
The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
